ULSA POLICY 002: DECLARATION OF TITLE & DELEGATION OF AUTHORITY

I. PURPOSE & SCOPE
To define and formalize all ULSA administrative titles, assign legal authority to each title, and ensure that officers appointed to these positions have the necessary responsibility and stature to carry out their roles effectively. By doing this, we can improve the efficiency of administrative inquiries and provide a solid foundation for future policies to develop.
II. DEFINITIONS
Title refers to a position bestowed upon an individual with assigned authority, including a primary assignment. Titles are fixed and unchangeable, and current administrative titles are Chancellor, Vice Chancellor, Dean, and Administrator.
Office refers to a specific area of campus responsibility led by a Vice Chancellor or above.
Department refers to a sub-office within an Office led by a Dean.
Assignment
Split into three levels (Primary, Secondary, and Tertiary). All administrative officers are assigned a primary assignment. Names can vary; however, they usually reside in the realm of Assistant, Advisor, Chief, Coordinator, Consultant Director, and Principal.
a. Primary Assignment
The main task assigned to an administrative officer alongside their title.
b. Secondary Assignments
Additional tasks assigned to the individual or voluntarily taken on. Any of the declared titles may hold a secondary assignment.
c. Tertiary assignment
Low-priority tasks often embedded in a title or part of a bigger assignment.
III. POLICY STATEMENT
Upon appointment to a position with a title, the individual is assigned a level of authority. All titles, except Administrator, have basic authority. Assignments may influence title authority.
Director of Campus Operations
Chancellor by title, the Director of Campus Operations primary assignment assigns the individual with authority over all offices, Chancellor's Cabinet, with a focus on operational staff, such as the Office of Security. They answer directly to the President of the University of San Andreas.
Director of Campus Administration
A Vice Chancellor by title, the Director of Campus Administration primary assignment assigns the individual with authority over all administrative offices such as the Office of Student Affairs, Legal Affairs, Strategic Communication, and Human Resources. They answer directly to the Chancellor.
Provost
A Vice Chancellor by title, the Provost assignment assigns the individual with authority over all academic staff, academic programs, graduate education, and internship programs. They answer directly to the Chancellor.
Chief of Staff
A Vice Chancellor by title, the Chief of Staff primary assignment assigns the individual with authority over all Vice Chancellors aside from the Director of Campus Administration and Provost. They answer directly to the Chancellor.
Director of Security
A Vice Chancellor by title, the Director of Security primary assignment assigns the individual with authority over all security personnel and campus security functions. They answer directly to the Chief of Staff.
Assistants
An Administrator by title, an assistant resides within their respective office and answers directly to who they are employed to assist.
Principle Attorney
A Vice Chancellor by title, the Principle Attorney's primary assignment assigns the individual with authority to block the passing of any administrative policy based on legal concerns. Principle Attorneys are also the sole decider of which individual is to represent the University of San Andreas, Los Santos, in civil courts.
IV. PROCEDURES
A. Title Authority
1. Chancellor
Assigned authority over the Chancellor's Cabinet, Office of Vice Chancellor(s), and Campus, sharing authority over administrative policy and procedures with the Director of Campus Administration.
2. Vice Chancellor
Assigned authority over their respective office and answers to the Chief of Staff and Chancellor.
3. Dean
Assigned authority over their department within a Vice Chancellor's office and answers to the Vice Chancellor of that office.
4. Administrator
Assigned no basic authority but may be assigned authority related to delegated tasks from a Dean or Vice Chancellor. Answers to their office's Dean or Vice Chancellor.
B. Delegation Authority
1. Chancellor
The Chancellor may delegate any task to the appropriate Vice Chancellor's office.
2. Vice Chancellor
Vice Chancellors may delegate any task to the appropriate department.
3. Dean
Deans may never further delegate a task. They may, however, delegate tasks they have assigned to themselves.
4. Administrator
Administrators may never delegate a task under any circumstance.
C. Signature Authority
Chancellor
The Chancellor may sign agreements pertaining to the campus, such but not limited to outsourcing, initiatives, liaison agreements, and routine leasing of university property.
Provost
The Provost may sign agreements pertaining to academia, undergraduate and graduate education, scholarships, internships, and funding for research projects.
Director of Strategic Communication
The Director of Strategic Communication may sign agreements pertaining to the office of Strategic Communications, such as partnerships, leasing of University Property, and special events.
Chief of Staff
The Chief of Staff may sign agreements pertaining to employee relations, benefits, leave of absence, and additional assignments,
Director/Deputy of Student Life
The Director of Student Life may sign agreements pertaining to campus life, upkeep of university property, inspections, rental, diplomas, and disciplinary records.
Principle Attorney
The Principle Attorney may sign agreements pertaining to legal and civil courts.
Director of Security
The Director of Security may sign agreements pertaining to campus safety & equipment supply.
