ULSA POLICY 003: WEAPONS ON UNIVERSITY PROPERTY

I. PURPOSE & SCOPE

University of San Andreas, Los Santos, is a weapon-free campus and environment. The transportation or possession of a weapon has no place at a learning establishment such as ULSA. ULSA puts the well-being of its community members first. Therefore, in accordance with the Safety & Security initiative and the University Zoning Act of 2022. The University of San Andreas, Los Santos, regulates any object real or resembling a weapon (see II. DEFINITIONS).

II. DEFINITIONS

For the purposes of this Policy:

Weapon refers to an item built with the intent to cause bodily or structural harm to a person or object.

Ammunition refers to the object inserted into a clip or magazine, which then is inserted into a Weapon for the purpose of being expelled through the barrel by the force of an explosion gas pressure, or other forms of combustion.

Firearm refers to a device that is intended to be used as a weapon from which a projectile is expelled through a barrel by the force of an explosion, gas pressure, or other forms of combustion.

Imitation Firearm refers to a device built with the intent to resemble a Firearm either in form, color, or use, fictional or otherwise.

Improvised Weapon refers to any implement or tool that can be used to cause bodily harm to another individual or structural damage to property
a. An Improvised Weapon will only be considered so if and when the intention to be used as a Weapon is communicated.

SHAFT Act refers to the State Handling of All Firearms and Training Act of 2021 and its provisions regarding Personal Firearm Licenses(PF), Concealed Carry Weapon Licenses (CCW), and Security Guard License (GC).

Security Officer refers to any Security Guard employed by the University of San Andreas, Los Santos

ULSA Campus refers to the main walk area, grass, and track field, which is surrounded(not including the sidewalk) by Picture Perfect Drive and Richman Street, ending at the cross into Picture Perfect Drive on Richman Street (West) and North Rockford Drive (East) (See the image for clarification).

University Zone refers to the land designated by the state under SECTION III. POWER OF THE STATE TO DESIGNATE UNIVERSITY ZONES (a) This Act empowers the State to designate land as a University Zone.

University Property refers to the encapsulated term for ULSA Campus and University Zone. It refers to the land in the University Zone alongside any buildings erected within and to buildings on the ULSA Campus.

III. POLICY STATEMENT

Carrying on ULSA Campus
Any individual visiting or staying at ULSA campus has the responsibility of ensuring they are never in possession of a Weapon, Firearm, or Ammunition. Before stepping on ULSA Campus. The individual is to check their possessions and ensure any Weapon, Firearm, or Ammunition is left either at home or in their vehicle locked and secure in accordance with the SHAFT Act provisions.

a. Any individual in possession of an Improvised Weapon is only to do so when participating in a related activity in accordance with the Improvised Weapon. Campus Security reserves the right to question an individual about the relation of the Improvised Weapon(s) to their current activity.

Carrying in the University Zone
Any individual entering the University Zone with the intent to stay has the responsibility of ensuring they have the appropriate licenses of their level of carry on their person.
Campus Security reserves the right to question an individual if they are concealed carrying while in the University Zone. If and when questioned, the individual isn't obligated to answer. Should such a situation occur, Campus Security is to follow the guideline as written in IV. PROCEDURES.

a. Any individual in possession of an Improvised Weapon is only to do so when participating in a related activity in accordance with the Improvised Weapon. Campus Security reserves the right to question an individual about the relation of the Improvised Weapon(s) to their current activity.

Exemptions
1. Chancellor of ULSA and above reserves the right to exempt certain individuals from this policy.

2. Law Enforcement Officers, while on duty, are exempt.

3. Personal protections while on duty are exempt. Before arriving, they must inform the Chancellor, Director of Security & Chief of Security who they are protecting and how many guards there are. The Chancellor, Director of Security & Chief of Security hold the right to deny personal protection on ULSA Campus.

IV. PROCEDURES

Carrying on ULSA Campus

In the event, an individual is or is suspected to be carrying on ULSA Campus, security is to:
  1. Stop the individual and confirm their identity
  2. Once identity is confirmed, kindly ask the individual to store their Weapon and Ammunation either at home or in their vehicle locked and secure in accordance with the SHAFT Act provisions.
  3. Inform the appropriate office, depending on the status of the individual.
    a. Office of Student Affairs for Students.
    b. Office of the Chancellor for Faculty.
  4. Security then files an incident report about a weapon carried on campus as per Security Handbook procedures.
  5. For Students and Faculty, the relevant offices decide on how to escalate the incident. For external entities, the Office of Security makes that decision.
Carrying in the University Zone

In the event, an individual is or is suspected to be carrying in the University Zone, security is to:
  1. Approach the individual calmly and ask once if the individual is carrying a Weapon
    a. In cases of positive confirmation of one or more Weapons, the individual is to be asked politely to store their Weapon(s) in a secure location or kindly leave the University Zone.
    b. In cases of refusal to answer, the Security Officer will need to make a judgment call on either asking the individual to vacate the premises of the University Zone or maintain a watchful eye on them until they leave the University Zone on their own accord.
  • After discussion with the individual, the Security officer must inform the rest of the team present over the radio about the situation as well as include it in an incident report.
IV. CLOSING STATEMENT

ULSA POLICY 003: WEAPONS ON UNIVERSITY PROPERTY is enacted for the security and protection of ULSA Community members as they engage in the intended activities at ULSA. Enforcement of the policy is done in good faith and explicitly in line with the Safety & Security initiative.
